Actress-turned-rock chick Taylor Momsen loves to shock, but while he may have outdone himself on Sunday in England, the band performed with great negligence.The 17-year-old former "Gossip Girl" star when she was talking to people in Leicestershire Download Festival in the hit stage wearing a very revealing tank top.
